Trudeau to cut small business tax rate

first_imgOTTAWA – Justin Trudeau will unveil changes today to his government’s controversial small business tax reform proposals as his Liberals try to re-establish themselves as the champions of middle-class Canadians.The prime minister will head to the Toronto-area where a source says he’ll honour his campaign promise to lower the small business tax to nine per cent from the current rate of 10.5.The Liberals have been scrambling to undo the damage from weeks of controversy over proposed tax reforms for private corporations.Doctors, lawyers, accountants, shop owners, farmers and even some Liberal backbenchers have denounced the plan.Other changes to be announced today are likely to be largely technical in nature, aimed at more clearly targeting wealthy individuals who’ve used small businesses to gain what the government says is an unfair tax advantage.They’re also expected to address concerns the reforms would disproportionately impact women, inhibit the ability of small business owners to save for a rainy day and make it impossible for people such as farmers to pass their businesses on to their children.last_img read more

Man two women found dead in car on northern Alberta access road

first_imgCONKLIN, Alta. – RCMP say three people have been found dead in a car in northern Alberta.They say a security guard found a 29-year-old man and two women, ages 21 and 22, in a two-door car on a semi-remote access road near the hamlet of Conklin over the noon hour on Tuesday.Emergency medical responders were called, but all three were declared dead at the scene.Cpl. Teri-Ann Deobald said at this point there is no indication of any criminal connection to the deaths, or if carbon monoxide poisoning played a role.“The vehicle was off when it was found. Depending on toxicology reports, we will also be looking at the vehicle,” she said. “The time of death is unknown at this point.”There was also no immediate word on what the fuel level was in the vehicle’s tank at the time. Temperatures in the region have been around -30 C.Autopsies are pending and police have not released the names of the people, although Deobald said all three have different surnames and are not residents of the Conklin or Fort McMurray areas.“One of the individuals did not have information on them,” the spokeswoman said. “I don’t know if they had temporary housing here or where their families are from. It’s not uncommon for (the Municipality of) Wood Buffalo to have transient workers coming through from different cities.”The fatalities follow the deaths of a 17-year-old boy and a 16-year-old girl who were found unconscious in a running vehicle in a parking lot in Drayton Valley, southwest of Edmonton, just days before Christmas.RCMP said there was a strong smell of exhaust fumes in the Volkswagen Jetta when a patrolling Mountie discovered Gage Bogart and Shaina Lynn Ridenour.Police said late last month that a faulty exhaust system could be behind the deaths.Deobald said investigators in northern Alberta have the Drayton Valley case in mind as they look into the Conklin deaths.“That’s why (carbon monoxide poisoning) is one of the possible contributing factors. Fragile peace in Central African Republic needs continued support – Ban

18 June 2009The Central African Republic (CAR) faces a number of challenges in consolidating its “fragile” peace, Secretary-General Ban Ki-moon said, calling for further support from its partners. “The peace process in the Central African Republic is at a crossroads, requiring more than ever the continued support of the international community for national efforts to keep the process on track and avoid a relapse into conflict,” Mr. Ban wrote in his latest report on the country and the activities of the UN Peacebuilding Support Office there (BONUCA).“The most pressing challenge, I believe, remains the need to reduce the high levels of extreme poverty under which the overwhelming majority of the people live in a country richly endowed with valuable natural resources,” he stated. In that regard, he welcomed the adoption last month by the UN Peacebuilding Commission of a plan to support the country’s efforts which identifies three priority areas for the CAR and its partners to focus on, namely security sector reform, governance and the rule of law, and economic growth. “For that strategic partnership to produce the expected results, it is vital that both the Government and the people of the Central African Republic, on the one hand, and the international community, on the other, recommit to play their respective roles to help rebuild a stable, prosperous and democratic country,” said Mr. Ban.It is also vital, he said, to respect the calendar for the legislative and presidential elections scheduled for 2010 and to set up an independent electoral commission. The UN would consider providing technical assistance for the polls, once the requisite conditions are in place, he added.The Secretary-General also highlighted the implementation of disarmament, demobilization and reintegration as critical for sustainable peace and security, including efforts towards security sector reform and the organization of peaceful elections. In addition, he voiced continuing concern about the “persistence of impunity,” which he said contributes to the creation of a climate in which massive human rights violations, corruption and disrespect for the rule of law tend to fester and flourish, and which also contributes to discouraging foreign economic investment. “It is essential, if peace is to endure, to ensure that those accused of violating the law, including international humanitarian law, are promptly brought to justice,” he stated.To help ensure optimal assistance from the UN system, the Secretary-General proposed the establishment of the UN Integrated Peacebuilding Office in the CAR, to be known as BINUCA, and recommended the Security Council approve the structure and mandate proposed in the report for an initial period of one year.In April, the Council demanded an end to violence by armed groups terrorizing northern CAR and called for all parties in the country to abide by the results of the national dialogue held in the capital Bangui from 8 to 20 December 2008.The dialogue resulted in several agreements, including the establishment of a broad-based government, a commitment to hold municipal, legislative and presidential elections in 2009 and 2010, and the setting up of an independent electoral commission. read more

Sierra Leone UN officials witness disarmament of combatants in northern district

The disarmament began in Makakura, about nine kilometres from the town of Kabala, when pro-government troops from the Civil Defence Forces (CDF) began disarming yesterday. The children were transferred to CARITAS-Makeni, a child protection agency. In a symbolic ceremony witnessed by senior UNAMSIL officials and representatives from the National Commission for Disarmament, Demobilization and Reintegration, an AK-47 rifle was disabled and destroyed. The combatants also brought in small arms such as self-loading rifles and a rocket launcher. All the weapons handed over were destroyed at the reception centre and the combatants taken to a demobilization camp in Kabala, UNAMSIL said.The disarmament process in the districts of Moyamba and Koinadugu will continue until 31 August.

UNESCO issues heritage alert for sites threatened by Middle East conflict

The Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO), Koïchiro Matsuura, singled out the site of Tyre, in southern Lebanon, which remains cut off after the Israeli Defence Forces destroyed roads and bridges leading to the city. The agency has previously launched two urgent appeals, asking the parties to the conflict to spare the site and its surroundings.In renewing the appeal, Mr. Matsuura extended the call for protection to other endangered cultural and historical heritage sites, including Baalbek, Byblos, Anjar, the Holy Valley and the Forest of the Cedars of God in Lebanon, as well as the Old City of Acre in Israel.“All these names – names that stir the imagination – are symbols of the encounter of religions and cultures that are universally recognized as our common heritage,” he said. “We must ensure that they survive to be handed down to future generations, just as previous generations handed them down to us,” said the chief of the Paris-based agency.While Mr. Matsuura said the more immediate concern is of course “the men, women and especially the children who are experiencing the ordeal of fire, shelling and despair,” the world must also protect the area’s “cultural properties of inestimable value.”Mr. Matsuura said that as soon as conditions allow, UNESCO will help assess the condition of these sites and provide expertise for their rehabilitation. read more

For One Former AllStar The Hits Stopped Coming

Before the season, FanGraphs’ depth chart projections called for Davis to hit just .200 this year, largely by virtue of the awful .168 mark he posted last season — already tied for 34th-worst ever by a hitter in a season that qualified for the batting crown. After Davis’s 0-for-28 start in 2019, FanGraphs now see him with a .193 projected batting average over the rest of the season, implying that they believe his true batting-average talent to be 7 points below the Mendoza Line. (Most of the time, players with extremely low batting averages have substantially higher true talent but are also very unlucky.) Combining that with the at-bats he’s already banked, Davis projects to finish the season with a .181 average, which would once again give him one of the 75 or so worst batting-average seasons in MLB history — for the second time in as many years. (So much for reversion to the mean!)But the irony is that Davis is actually hitting the ball better this season, at least according to MLB’s Statcast tracking system. Davis’s average exit velocity of 91.3 miles per hour is higher than it was in 2016 (90.8), when he hit 38 home runs and was a meaningful contributor to plenty of Oriole victories. The big problem is that Davis strikes out so much that he doesn’t have a chance to make use of those powerful swings. So far this season, he has struck out in 47 percent of his plate appearances, more than double the MLB average rate. (Last year, he struck out 37 percent of the time.)Although Davis ought to have broken out of his hitless streak by now — Statcast reports an expected batting average of .119 for Davis this season, based on the quality of his batted balls — his strikeout totals have made it impossible for him to be a functional hitter. The only real question is how much longer the Orioles will continue to pencil him into the lineup and give him more chances to extend the now-record streak of ineffective hitting.Check out our latest MLB predictions.CORRECTION (April 9, 2019, 7 p.m.): A previous version of this story incorrectly characterized the hitless record tied by Craig Counsell. The record was 45 at-bats, not 45 games. You have to feel for Baltimore Orioles first baseman Chris Davis. Yes, Davis is being paid handsomely ($23 million) this season, and he’s had a solid 12-year major league career. But he currently finds himself mired in one of the most inglorious streaks in baseball history: zero hits in his past 49 at-bats, a new MLB record for futility.Davis broke the nearly 8-year-old mark set by former Dodgers infielder Eugenio Vélez, who went 0-for-46 over a 30-game span that lasted more than a calendar year. Vélez himself “surpassed” a record (45 at-bats) that Craig Counsell had tied earlier the same summer; the original 45-at-bat mark was set by Bill Bergen in 1909 and matched by Dave Campbell in 1973. Hundreds wounded as police and protesters clash in freezing temperatures in Ukraine

first_imgRADICAL OPPOSITION PROTESTORS today battled Ukrainian police in new clashes after bloody fighting the day earlier wounded more than 200 people amid mounting fury over draconian new anti-protest laws.The clashes, the worst in Kiev in recent times, marked a spiralling of tensions after two months of demonstrations against President Viktor Yanukovych’s refusal to sign a pact for closer integration with the EU.Amid growing fears the police could act to violently disperse the protest, Ukraine’s Prosecutor General Viktor Pshonka warned protesters to halt “mass rioting”, describing it as a crime against the state.After a night of violence that continued into the early hours, thousands of Ukrainians returned to the streets on Monday despite temperatures of minus -10 degrees Celsius.In the epicentre of the clashes outside the entrance to the iconic Dynamo Kiev football stadium in central Kiev, both sides hunkered down behind barricades in an increasingly explosive standoff.The protesters lobbed stones dug up from the cobbled road and flung Molotov cocktails over a 20-metre  no-man’s land at police lines.Police responded by throwing stun grenades and occasionally using rubber bullets and tear gas.“It is necessary to immediately halt the mass rioting which bears a threat to state security. Government completely bans import of solid plastic waste to fight pollution

The decision has been taken to fight the ever-growing plastic waste in India. As per the official data, the country generates 25,940 tonnes of plastic waste daily. In the past, such imports were partially banned as only the special economic zones (SEZ) were allowed to import such solid wastes. Additionally, the government had also allowed the imports of plastic waste/scrap by export-oriented units (EOUs) which used to procure it from abroad as post-recycling resources.Quoting one of the environment ministry officials, National daily, the Times of India reported that keeping up with India’s commitment to completely phase out single-use plastic by 2022, the government has now entirely banned the imports of solid plastic waste. He added, “The country has now completely prohibited the import of solid plastic waste by amending the Hazardous Waste (Management & Trans-boundary Movement) Rules on March 1.” He further said that the rules were changed because of the huge mismatch between waste generation and recycling capacity in the country. Meanwhile, India became one of the largest importers of plastic waste. In India, many companies were misusing the partial ban on the pretext of being in an SEZ. The country lacks the adequate capacity to recycle plastic waste and it is because of this reason a huge amount of such wastes remains uncontrolled. This eventually causes heavy damages to soil and water bodies. A study conducted by the Central Pollution Control Board (CPCB) shows that out of 25,940 tonnes of plastic waste per day around 10,376 tonnes remains uncollected. The figures are astonishingly high as it is almost 40 per cent of the total waste generated.The ministry has made changes in the existing rules, now white category (practically non-polluting or very less polluting) of industries will dump their hazardous wastes generated to authorized users, waste collectors or disposal facilities. Since its inception in 1950, global plastic production has increased exponentially, from 2 million tonnes to 380 million tonnes in 2015. Its sheer convenience — lightweight and durability – has made this man-made material present in every sphere of human existence. They were exhumed from the Sacred Heart Cemetery on May 26, 2013.He is known only as Case 0408. The remains of a middle-aged male immigrant were discovered in Jim Hogg County, Texas, on Nov. 3, 2009. Six belongings are the only things in the universe that may help identify him: a beat-up sneaker, a size L pullover shirt and hoodie, a ring found sewn into the waistband of his pants, a red and black lucha libre wrestler’s mask, and a stuffed smiley lion.Case 0408 is one of about a hundred migrants who perish every year in the harsh, sweltering brush country of far South Texas trying to sneak around Border Patrol checkpoints. This is one of 80 cases featured on the website of The Texas Observer, the venerable progressive magazine published in Austin for the past 62 years. The skeletons had been unceremoniously dumped into plastic trash bags, shopping bags and body bags, or deposited in the dirt of an open grave. A local funeral home was criticized for its disrespectful handling of the relics of the nameless migrants. The human remains and personal items were found by a forensic anthropology team from Baylor University when it exhumed the cemetery in 2014. They are now stored at Texas State University awaiting identification.Reel says only one case has been solved. When she was building the database, she found a child’s drawing that had a woman’s name on it and a prayer mentioning Ecuador. According to the Observer:“A Google search turned up a missing persons ad in a McAllen, Texas, newspaper from November 2013 — six months after the remains were found. Texas State University, working with the South Texas Human Rights Center, got in touch with the humanitarian organization that took out the ad, which in turn contacted the family. DNA testing confirmed the woman’s identity.”The project’s primary goal is to identify human remains so that a lost relative can be repatriated and a mourning family can find closure. Hidden fees charged for things such as checking-in hold baggage, fuel surcharges and booking with a credit card, received 24% of the vote.Close behind with 23% of the vote, was queuing for security and boarding, followed by lack of seat space (15%), irritating fellow passengers (11%), having to check in so early (8%), bad staff attitude and poor customer service (6%), sitting on the runway waiting to take-off or disembark (4%), having to bus to and from the plane (4%) and waiting for your luggage at the other end (4%).Skyscanner users also commented on other aspects of air travel they disliked, including: “awful airport food”, “draconian rules of baggage allowances that are only enforced rigidly at UK airports”, the “100ml rule for liquids” and that “flying gives no real sense of scale to your travels”.Rob Innes, head of marketing for Skyscanner commented:“It’s incredibly annoying when you see a great flight deal, only to find the actual price is considerably higher once you’ve added all the extras.
