Curbing madness on the roadways

first_imgDear Editor,“For if you suffer your people to be ill-educated, and their manners to be corrupted from their infancy, and then punish them for those crimes to which their first education disposed them, what else is to be concluded from this, but that you first make thieves and then punish them” – Sir Thomas MoreI watch with growing concern at the frequency of fatal accidents which occur daily, the replay of domestic abuse with weary constancy and the robbery of the average citizen who is eking out a modest living for himself and family.I watch daily as innocent children approach pedestrian crossings, tentatively and with trepidation as vehicles bear down on them oblivious to their existence and with such speed that it’s impossible to brake at such crossings. I have always been taught that liken to the pedal cyclists, children are to be likened to cockroaches crossing the road. They will dart across the road with innocent recklessness and it’s up to us, the mature and logical thinking adults, to protect them by being vigilant drivers at all times.On our new 4-lane roads on the East Coast Demerara, one would think that the road contractors would have seen it fit to place a greater number of barricades along the roadway or close a lane or two until construction was completed in a manner which would alleviate the wanton reckless manner of driving.Every morning and every afternoon, depending on whether there is police presence, the average driver would create 3 to 4 lanes ‘boring’ into imaginary lanes mere inches from each other only to create bottlenecks with the inevitable cussing contests which follow and dented fenders.How many of us have been oblivious to the sirens that are almost inaudible until the emergency vehicle (ambulance, fire or police patrol) is within two car lengths of us? Shouldn’t there be a law against such sirens which barely warn the average driver whose windows are likely to be closed given these hot days? Is the siren’s volume not fixed, say 110 decibels? How is it that the police patrol which leads the Lusignan Prison van every morning and every afternoon can be heard from such a great distance but others seem muted?What would possess those who erect traffic signs to design a 3-way traffic light for a 2-way road? Check the intersection of the road at Turkeyen leading towards the University of Guyana. Note the signalling to turn left to progress towards Industry and the one to turn left towards the seawall/Rupert Craig Highway. Drivers, who, I assume to be insane, would honk relentlessly to request the driver in the vehicle ahead to give way when, in fact, the driver ahead is progressing in a straight line and the light is red for him. It gives way to anger and frustration when in essence, it’s a design flaw that has remained intact for over 3 years.Why did it take so long for the Guyana Police Force’s Department Officer to respond to the emergence of multiple vehicles which have the blue headlights? Why would Auto Parts vendors import these blue bulbs if they were not in demand? It was a growing nuisance for over 2 years, yet the police roam the roadways every night.It is important that those who are the custodians of enforcing the law act promptly in such matters as, given our environment, it would have escalated into normalcy very quickly as it did.Many of the domestic abuse challenges can be resolved if it is made compulsory for the couples to attend counselling sessions frequently or face jail time. The level of death within our homes warrants simple, tried and tested approaches. The churches, school principals and wise, mature community members may be called upon to assist.A massive one-week police traffic campaign on the major roads may impact positively on the drivers’ manner of using our roads. By warning drivers on the first day and then penalising them thereafter, it would help to curb the madness on the roadways. Economic punishment is a simple and effective deterrent.Parents and community members should use their cell phones to video the vehicles which are in breach of traffic laws such as not stopping at pedestrian crossings and have them texted via SMS or WhatsApp to the nearest police station. We are our brothers’ keepers. The Guyana Police Force has to update their arsenal of resources such as fully utilising the digital networks and drone systems if necessary and I believe that drones are a probable solution in the fight against crime. Closed Caption Television (CCTV) cameras must be used as in the UK.Mail or email tickets and screenshots of traffic infractions to drivers giving clarity of vehicle registration numbers and recognition of drivers who are in breach of the laws.If the Guyana Defence Force has to be called out to assist the Police Force then so be it. It worked in Barbados for a while until both agencies of the Government got on each other’s nerves. However, it resulted in a substantial reduction in criminal activities.Manners maketh man is an old Proverb. Let us enforce teachings of deportment, manners, etiquette et al and mentor our children from nursery through the primary and secondary levels and prepare them for being the best citizens.Sincerely,Wayne Barrowlast_img read more

CGX to begin drilling by year end

first_imgThe Canadian Oil and Gas Exploration Company (CGX) is set to commence drilling on the Corentyne block as early as the end of this year, Minister of Natural Resources, Raphael Trotman, has confirmed.The oil company has already appointed a drilling engineer who will be in charge of designing its offshore exploration well on the Corentyne Block offshore Guyana. According to Trotman, the Government is excited about the project.“CGX has remained committed to Guyana. They have gone through different periods, and we are hoping that we could work with them. They are expected to doChairman and Executive Director of CGX Guyana, Professor Suresh Narinesome drilling this year, and we are excited about that,” the minister said.“The expectation is that they begin drilling by the end of the year. We also have Repsol that will also do some drilling later in the year or early next year,” Minister Trotman added.In late 2017, CGX had said that, as part of the renegotiation of its contract with the Government of Guyana, it would relinquish to the Government 25 percent of the acreage of both the Corentyne and Demerara blocks.The new work commitments include drilling an exploration well on the Corentyne Block by November 27, 2019; acquiring additional seismic or conducting seismic reprocessing by November 27, 2020; drilling an exploration well by November 27, 2022 in the Demerara Block; completing any additional data processing and planning, and securing all regulatory approvals for the drilling of an exploration well by February 12, 2020; drilling an exploration well by February 12, 2021, and another by February 12, 2023 in the Berbice Block; completing a geochemical survey of a minimum area of 120 square kilometres and commencing a seismic programme defined by the aforementioned geochemical survey by February 12, 2020; completing the seismic programme and completing all processing and interpretation of data by August 12, 2021; and drilling an exploration well by February 12, 2023.Chairman and Executive Director of CGX Guyana, Professor Suresh Narine, said the company was eager to pursue the new work commitments in “this exciting Guyana basin, and in so doing continue our unbroken commitment to the basin, the Guyanese people, and its Government for more than 18 years.”CGX Energy is focused on the exploration of oil in the Guyana-Suriname Basin.last_img read more

Another Guyanese murdered in T&T

first_imgAnother Guyanese was murdered in the twin-island Republic of Trinidad and Tobago, taking the toll now to three for the year. Raphael Collins, 23, formerly of Ann’s Grove, East Coast Demerara (ECD), was gunned down on Thursday evening at a house of a female friend at Laventille, Trinidad.Based on information received, the young man was having his hair braided when aDead: Raphael Collinsgunman barged into the yard and shot him multiple times.Reports reaching this newspaper revealed that after the shooting, the gunman left, but after realising that Collins was still alive, he returned and shot him to the head at close range. The female friend with him at the time of the shooting was left unharmed.The killing is being treated as an execution. Friends of the dead man are left in a state of shock and have many unanswered questions. Trinidad law enforcement officers are hunting for the suspect.However, in Guyana, his uncle, Frederick Collins, told Guyana Times that the young man called three days ago and informed them that he was coming to Guyana for the Easter weekend. He noted that his nephew was all excited about the visit. He has not return to Guyana since 2016 when he left for Trinidad. While in the foreign country, the young man worked with an aunt.The now dead man’s uncle related that they received a telephone call about 22:00h from a relative in Trinidad informing them that Collins was shot.“After we received the news, we start call around and it was then, other relatives confirmed that he was shot and killed… they told us that he was at a neighbour’s house when the man walked into the yard, pushed the gun through the window and shot him,” the man stated.He also confirmed that the friend who was with his nephew at the time of the shooting was arrested and is being interrogated. The family, the elderly man stated, is making the necessary arrangements to have the body brought back to Guyana.Before leaving the country, Collins was taking care of his grandmother after his mother passed away 18 years ago. He attended the Ann’s Grove Primary and Secondary Schools and was described as a peaceful person who never got into arguments, much less a fight. He leaves to mourn his only brother, Kevin Collins of Plaisance, ECD, his grandmother and other relatives.last_img read more

first_imgThe 15th annual Palos Verdes Concours d’Elegance, showcasing more than 200 vintage cars, will roar into Trump National Golf Club in Rancho Palos Verdes from Sept. 14 to 16. With a return to this picturesque coastal setting, the committee is honoring its mission to create a world-class show of classic, vintage, historical and special-interest automobiles. Since the first Concours in 1992, proceeds from the show have benefited the Palos Verdes Art Center and the Palos Verdes Rotary Cub. Last year, Los Angeles Bio Med was selected to be a third charity. To date, more than $750,000 has been raised for nonprofits. The weekend kicks off at 5:30 p.m. Sept.14 with the Grand Marshals’ Charity Gala in the grand ballroom at Trump National. The 2007 grand marshals include automotive designer Carroll Shelby and Peninsula resident and race car driver Bill Krause. The exhibition committee, headed by Peter Kunoth and Ray Johnson, has selected 200 cars for this invitation-only show to be showcased in front of the Trump clubhouse. James Rodriguez seals shock two-year loan move away from Real Madrid

first_img1 Bayern Munich have signed James Rodriguez from Real Madrid on a two-year loan deal, the Bundesliga champions have announced.Bayern, managed by former Real boss Carlo Ancelotti, will have the option to buy the Colombia international in 2019.Ancelotti worked with Rodriguez during what was probably his most productive season at the Bernabeu – his debut campaign in 2014-15 – and he will hope to get the best out of the 25-year-old once more.Rodriguez had fallen out of favour at the Bernabeu to such an extent that he was left out of their squad for the Champions League final in June.A statement on Bayern’s official website read: “FC Bayern Munich and Real Madrid have agreed on the transfer of Colombian national player James Rodriguez to the German champions on Tuesday.“The two clubs agreed on a two-year loan deal until June 30, 2019 with a following purchase option for FC Bayern Munich.“James Rodriguez will sign his contract in Munich after successfully completing the compulsory medical check.”Chelsea and Manchester United had been linked with a move for Rodriguez this summer but it had been reported that Real were asking for around £70million for the player.Rodriguez is set to link up with the Bayern squad immediately and travel with his new team-mates on the club’s tour of China and Singapore. Ships will be required to switch from large diesel engines to smaller auxiliary engines that run on cleaner-burning fuel once they come within 24 miles from the California coast. The regulations were projected to reduce particulates by 75 percent and sulfur dioxides by more than 80 percent in 2007. The regulations will apply to all ships calling at state ports, where an estimated 90 percent of the docking vessels are foreign. The other set of regulations will require emissions reductions from cargo handling equipment and vehicles through cleaner fuels and other pollution control measures. SAN FRANCISCO – State air regulators on Thursday approved new regulations to curb pollution from cargo ships, cruise liners and other large vessels that enter state ports, making California one of the first states to regulate emissions from oceangoing ships. The California Air Resources Board also passed new rules to reduce emissions from the cranes, fork lifts, tractors and trucks that move cargo at state ports. Both sets of regulations are scheduled to take effect in 2007. Environmental groups praised the board’s actions, but ship operators questioned whether California had the right to regulate ships beyond state waters. The new regulations, unanimously approved by the six-member board in Sacramento, are aimed at cutting emissions at ports in Los Angeles, Long Beach, Oakland and Stockton where increasing air pollution poses a health risk to workers and nearby residents. Environmental groups applauded the board’s decision to regulate ship engine emissions at a time when state officials anticipate a dramatic increase in port traffic from ships carrying imports from China and other Asian nations. “It’s very good news for the air quality of California,” said Teri Shore, clean vessels campaign director for the Bluewater Network. “These SUVs of the seas will now burn cleaner fuels in California waters, and fewer people will get sick or die prematurely so Americans can buy inexpensive shoes, clothes and computers.” The Pacific Merchant Shipping Association, which represents 90 percent of the West Coast’s cargo shipping business, supported the cargo handling regulations, but opposed the ship pollution regulations. PMSA officials said its members were already taking measures to reduce engine emissions, and the U.S. government – not individual states – should set regulations for oceangoing vessels. “We have a fundamental problem with the fact that the state of California is trying to regulate extraterritorially,” said Mike Jacob, a PMSA vice president. “They’re trying to tell us how to operate beyond California.” The shipping association planned to voice its opposition during the 15-day public comment period.
